So, will we or will we not have the 14th INSS salary in 2022? There was a lot of talk about the subject last year, but, until now, many people still don't know if it will come out – or not – this year. For this reason, we decided to write this article to clarify all your doubts about this subject.

The bill, authored by Congressman Pompeo de Mattos, proposes that INSS policyholders receive their annual allowance “doubled”. The annual bonus is precisely the 13th salary which, according to the proposal, should be paid in double. That's why we say that, in practice, it means paying the fourteenth.

In other words, the 14th INSS salary would be nothing more than the payment of the already established 13th salary, but with the value doubled from previous editions. This proposal emerged to meet the wishes of the population, which has been suffering as a result of the economic consequences caused by the pandemic.

Clarifying the doubt

In 2020, in the first year of the pandemic crisis, the government brought forward the 13th salary, thus being paid in April. Which ended up being good on the one hand, but created another problem later on. Because retirees and pensioners were unable to count on the extra income brought by their 13th salary at the end of the year.

In an attempt to correct this, Congressman Pompeu created the proposal and, as he himself explains to the chamber of deputies, it says the following:

“The amounts received as an annual bonus by retirees and pensioners are very important elements in the country's economic dynamics, and their anticipation, which served to help preserve the economy in the initial period of the pandemic, was missed at the end of the year, a time when the country began to turn towards economic recovery.”

Furthermore, considering the scope of the crisis, this 14th INSS salary, according to your proposal, would be paid for 2 (two) consecutive years. The problem is that the chamber of deputies took a long time to vote on the matter and it was only at the end of 2021 that the Finance and Taxation Committee voted and approved the topic.

Approval of the 14th INSS salary

The deputies approved the text that provides for the payment of the 14th salary during the month of March of two consecutive years: 2022 and 2023. Therefore, this payment will refer to the 14th salary of 2020 and 2021, that is, a type of retroactive bonus. Therefore, in 2022, the payment is the 14th that should have been paid in 2020.

Likewise, next year, 2023, the 14th will refer to 2021. Another important point is that this 14th salary will not be the same value as the monthly benefit, paid by the INSS. In fact, the Finance and Taxation Commission established a limit value for this payment, which cannot exceed 2 minimum wages.

This ceiling is also valid for insured people who received more than three or four minimum wages per month. So who will receive the 14th salary, or double the 13th? Well, retirees, pensioners and other INSS beneficiaries will receive the amount, but as long as they have received, in 2021, the following aid:

• Illness;
• Seclusion;
• Accident; or
• Death benefit.

Bill Progress Status

Considering the number of beneficiaries, according to the federal government's forecasts, the impact of the measure on the budget will be almost R$ 40,000,000,000.00 (40 billion reais) per year. Now, one point that needs to be very clear is that the Commissions have not yet fully approved this extra payment.

The bill is still being processed conclusively in the Chamber of Deputies, which means that it will not need to be approved by a vote in the House's Plenary. Therefore, approval by the Committees is enough. The next step, then, is to go through the Chamber's Constitution and Justice Committee.

It only goes to the Senate if it is approved. Later, after passing through the Senate and being approved there as well, retirees, pensioners and other beneficiaries will receive their fourteenth salary. That is, of course, if the president of the republic, Jair Messias Bolsonaro, sanctions the text.

The dates are right. In other words, there are no possible changes to this. But the fact is that the payment date is far from the approval date. This leaves the common citizen, who needs the money, “watching ships”. In addition to the crisis reducing his purchasing power, he still has to wait, for a year, for counter action from the State.

Since, during this hiatus, he continues to eat, dress, pay his water and electricity bills, etc., it is good that the Senate approves 100% of the law as soon as possible. Since citizens continue to carry out their work in a dignified manner, so too should the bill move towards its fulfillment as soon as possible.

Rapporteur recommends approval of the 14th INSS salary

In addition to the parliamentarian Pompeo de Mattos (PDT-RS), author of the bill, another deputy, the Fábio Mitidieri (PSD-SE), rapporteur, recommends approval of the text. Mitidieri states that the granting of the double benefit, that is, the 14th salary, aims to reduce the economic impact of the pandemic among Social Security insureds.
